"HE (THEY)"-Indian social issues implicated in a piece of sanitary napkin

We often hear phrases such as: "Don't wear so few clothes, so as not to be sexually assaulted", "They wear such skimpy clothes, they deserve to be sexually assaulted" and so on. After such serious abuse and crimes, these observations not only do not they immediately accuse the criminals, but point the finger at the victim, labeling her a prostitute just because of the clothes she wore when she was killed.
